Accounting / Finance: Financial Control

Job Description:

Classification Standards: Under the direction of the Controller, this position is responsible for managing the daily operations of the program accounting section in the finance department of LAHSA.  This would include ensuring that LAHSA and its sub-recipients are in compliance with contractual, statutory, and grant requirements for LAHSA’s funding sources, and for the financial reporting of sub-recipients.  This position will directly supervise the Supervising Program Accountant/Auditors and Program Accountant/Auditors, as well as serve as the liaison between the Controller and external entities regarding program accounting matters.

Minimum Qualifications:  The position requires knowledge of fund accounting and financial grants management.  Candidate must be knowledgeable in governmental and grant accounting and reporting requirements, including Office of Management and Budget Super Circulars 2 CFR Part 200.  Must have experience with fund accounting software, preferably, Sage Fund Accounting Software (formally MIP).  Must have strong written and oral communication skills and demonstrate attention to detail. 

Essential Duties and Responsibilities:
• Supervises and mentor’s supervision program accountant/ auditors and program accountant/ auditors, responsible for the timely and appropriate processing of sub-recipient invoices for contracted services for an assigned group of agencies.
• Supervise the work of the program accounting staff.
• Prioritize the program accounting departmental goals and workload.
• Evaluate existing procedures relating to program accounting and LAHSA policies relating to its sub-contractors and recommends changes to improve systems and financial performance.
• Participates in maintaining an automated fund accounting system in accordance with Generally Accepted Accounting Principles and applicable federal, State, County and City regulations.
• Assists in the maintenance and upgrade of the finance database.
• Provide and/or supervise technical assistance trainings to LAHSA sub-contractors.
• Manages the effectiveness of the program accounting department by tracking and monitoring sub-recipient finance performance.
• Examines accounting documents to determine expenditure allowability in accordance with specific grant and other criteria. 
• Prepares and maintains accounting records for pass-through programs, and examines, analyzes and interprets accounting records.
• Supervise and/or participates in the evaluation of proposals for funding in response to RFPs.
• Supervise and/or participates in the review and approval of all finance sections of contracts, RFPs, or technical submissions for LAHSA sub-contractors.
• Provide and/or supervise technical assistance trainings to LAHSA staff.
• Assists auditors and grant monitors during financial audits.
• Acts as the back up to the Controller.
• Assumes other responsibilities as designated by the Controller.
Knowledge Of:
• Team-based project management.
• Homeless funding regulations, requirements and procedures, including HUD Supportive Housing Program, Emergency Solutions Grants and Community Block Development Grants.
• Intermediate and advanced level of computer software programs specifically, Microsoft Office (Word, Excel, Access, Power Point and Outlook) and the internet.
• Knowledge of fund accounting software preferably Sage MIP.
• Applicable laws, rules, regulations and/or policies and procedures procurement and/or administration of contracts, grants, loans, or similar agreements.

Job Requirements:

Experience Requirements:  Candidate must have minimum of five years of accounting or auditing experience in a governmental or non-profit organization, and a minimum of 2 years of supervisory experience.  Must have experience in fund accounting and financial grants management of federal funds, including a working understanding of OMB Super Circular 2 CFR Part 200, fundamentals of the HUD Supportive Housing Program, Emergency Shelter Grant Programs, and general ledger management and maintenance.  Must have experience with fund accounting software preferably Sage Fund Accounting.  Candidates must have project management skills as well as strong interpersonal, organizational, written and oral communication skills and demonstrate attention to detail.

Education Requirements Graduation from an accredited college with a Bachelor’s degree in accounting, finance, or business administration, and a minimum of five years of accounting and auditing experience in a governmental or non-profit organization.

Other Desired Skills and Requirements:
• Proficient in office software such as Microsoft Office (Word, Excel, Access and Outlook).
• Working knowledge of project management software (MS Project) and the Internet. 
• A valid Driver’s License is required.
